What are DBEs, MBEs and WBEs?

A minority business enterprise is defined as a company that is at least 51% owned and operated by an individual that is at least 25% African American, Asian, Hispanic, or Native American.

What does the term DBE mean?

Disadvantaged Business Enterprise 

DBE’s are for-profit small business concerns where socially and economically disadvantaged individuals own at least a 51% interest and also control management and daily business operations.

African Americans, Hispanics, Native Americans, Asian-Pacific and Subcontinent Asian Americans, and women are presumed to be socially and economically disadvantaged.  Other individuals can also qualify as socially and economically disadvantaged on a case-by-case basis.

What does the term HUB mean?

Historically Underutilized Business

(HUB) is a company-level diversity certification that is generally issued by a State Government to increase the amount of goods and services acquired by that state from HUBs. The program is in place to help businesses that are at least 51% owned by minorities such as Black, Hispanic, Asian-American, American Indian, Female or a Socially and Economically Disadvantaged person, Disabled-Owned or a Disabled Business Enterprise gain exposure to state procurement and contracting opportunities.

HUB certification is non-industry specific and is intended for organizations owned and operated at least 51% by a designated minority group.

What does the term MBE mean?

Minority Business Enterprise

The minimum requirements to qualify as a MBE with the National Minority Supplier Development Council (NMSDC) or a local MBE program administered by a city, county or state are:

  •  A for-profit business located in the United States;
  •  51% owned, operated, capitalized and controlled by a member(s) of a presumed group identified below, who is the top executive officer responsible for managing daily operations with a technical expertise (experience) in the firm’s primary business expertise;
  •  Legal residents (green cards) are accepted by most MBE programs administered by a city, county and state; however, the NMSDC require U.S. Citizenship (no exceptions).

Generally speaking, a member(s) of a presumed group includes:

  • Black American: any Black racial group originating in Africa;
  • Hispanic: origins in Mexico, Puerto Rico, Cuba, Central and South American, or other Spanish or Portuguese cultures;
  • Native American: a Native of Alaska or Hawaii, or certified member of a federal or state recognized Indian Tribe;
  • Asian Pacific: origins in the Pacific Islands, China, Taiwan, Korea, Japan, Thailand, Burma, Cambodia, Vietnam, Malaysia, Indonesia, Singapore or Philippines;
  • Subcontinent Asian: origins in India, Pakistan, Bangladesh, Bhutan, the Maldives Islands, Nepal or Sri Lanka.

What does the term WMB mean?

Women’s Business Enterprise

The minimum requirements to qualify as a WBE with the Women’s Business Enterprise National Council (WBENC) or a WBE program administered by a city, county or state are:

  • A for-profit business located in the United States;
  • 51% owned by a woman, or a group of women who, but for an inheritance, contributed a proportionate amount of capital to acquire ownership;
  • When applicable, the governing board is controlled by a woman or a group of women;
  • The top executive officer, responsible for daily operations is a woman with technical expertise (experience) in the firm’s primary business activity;
  • Women business owners are U.S. Citizens or legal residents.
